Tiers follow registered Democrats in the county. Local races use the county's precinct lines.
Tiers follow the number of registered Democrats in the county, as the state publishes it: the number a chair already knows. Independents are in the product and not in the price. Included workspaces are State House level and also cover local races, such as municipal, school board, and county offices, so an odd-year election draws on the same account, and local-race workspaces use the county's precinct lines. The price of the bundle never changes.
